In many of its programs, SimSim-Participation Citoyenne has focused on strengthening the roles of civil society and consolidating the place of participatory democracy, and has made it one of its priorities to work on developing the relationship between the Parliament and civil society in order to develop a vision for creating a partnership framework between them.

In this context, this memorandum is the outcome of a consultative meeting organized on September 23, 2023, with the participation of specialized experts and members of the parliamentary administration, in addition to the conclusions emerging from the working session held with a group of civil society representatives on the same day.
